ESOL Citizenship for ESOL learners
BackgroundIn September 2002 the then Home Secretary, David Blunkett, announced the Government’s intention to make becoming a British citizen a more meaningful event. He asked an advisory group chaired by Sir Bernard Crick “to consider how best to achieve the Government’s plans to promote language skills and practical knowledge about the United Kingdom for those seeking to become British citizens.” ‘The New and the Old’ is the report of the “Life in the United Kingdom” Advisory Group and was published in 2003. ESOL citizenship project - BackgroundIn February 2004 NIACE and LLU+ at London South Bank University were asked by the DfES and Home Office to produce a scoping paper to set out a proposed syllabus for a citizenship course and one for ESOL citizenship based on the six areas of study recommended by the advisory group. The second phase of the work built on the scoping paper. A pack of ESOL citizenship learning materials was produced with examples of materials for learners working towards E1, E2 and E3 and suggestions on how teachers could adapt the materials to suit particular learners. In the third phase, NIACE and LLU+ piloted the ESOL citizenship learning materials pack with 18 ESOL providers in England. Providers from Further Education colleges, training organisations, local authorities and the voluntary sector, delivering the new ESOL qualifications, trialled the materials in ESOL courses and evaluated their relevance, accessibility and fitness for purpose in preparing ESOL learners for citizenship. The Familiarisation workshopsWorkshops were delivered between January and March 2005 across 9 English regions to introduce the learning materials pack to ESOL teachers. Each one- day event hosted up to 40 delegates. A further 27 events in total across the 9 English regions and 4 events in Scotland, 2 events in Wales and 2 events in Northern Ireland were delivered in 2005-6 as part of a national programme. The one-day workshop for 30 participants will be delivered by 2 trainers who worked on the National 2005-06 Programme. The workshop includes useful, practical learning strategies for using the learning materials pack in the classroom. There will be an opportunity to share ideas with other teachers and to explore the best ways of teaching ESOL in a citizenship context to prepare learners for citizenship. Each delegate will receive a copy of the Citizenship Materials for ESOL Learners pack. AimThe aim of these ESOL Citizenship Materials is to help the ESOL teacher develop the learners knowledge of life in the UK, help them become more active citizens and to support applications for Citizenship. Use of Citizenship Materials for ESOL Learners in an ESOL citizenship course is now a Home Office requirement, if the learners wish to apply for UK Citizenship. Who should attend?
