Background

In the last three years (2003-06), the Learning and Skills Council (LSC) has funded a programme of activities aimed at promoting the use of a variety of technologies in teaching and learning within Adult and Community Learning (ACL). These activities were originally aimed at local authority ACL services, the Workers' Educational Association (WEA) and former external institutions, and were co-ordinated by NIACE on behalf of the LSC.

The Learning and Skills Council has now agreed to continue e-learning funding for another year (2006-07) and wishes to explore the possibility of extending aspects of the programme to the Voluntary and Community Sector (VCS) and Offender Learning and Skills. Therefore, NIACE is seeking to trial aspects of the programme with a small number of providers whose primary function is to deliver training and learning.

For the purposes of the programme, e-learning is defined as learning supported or enhanced through the application of Information and Communications Technology (ICT). (e-learning Standards Lifelong Learning UK/FENTO, LSDA, 2005)

The e-learning programme 2006-07 includes:

bulletfree training for managers, tutors and volunteers in e-learning;
bulletaccess to digital resources for organisations to use in their training delivery;
bulletone-to-one consultancy to assist in developing and embedding technology into teaching and learning;
bulletthe chance to network with other education and learning providers involved in the programme;
bulletthe opportunity to bid for project funding to develop e-learning practice.

If you would like to find out more about these opportunities, and you are a VCS or Offender Learning and Skills provider that delivers training direct to your client group, you can attend a series of regional briefing events. Travel expenses will be paid for attendance at the event in your region, but numbers are limited so please register early

10.00 Welcome and introduction
An overview of the NIACE-led LSC funded e-learning programme for community based adult learning providers.
10.30 Quality and e-learning
Using ICT and e-learning to enhance the quality of delivery to community members and clients in a community setting, and demonstrating quality within the RARPA process and the Common Inspection Framework.
11.00 BREAK
11.15 Parallel workshop sessions
Two workshop sessions will run in parallel in the morning and afternoon:

1) Technology to Enhance Adult Community Learning (TrEACL) ProjectsIn April 2003, the Learning and Skills Council launched its strategy to promote the use of e-learning in Adult and Community Learning (ACL). An important element of the strategy was the funding of projects which planned to use e-learning in innovative ways with adult learners. These TrEACL projects attempted to trial e-learning and blended approaches within ACL and a small number of similar projects will be funded in 2006/07.

2) E-Guides staff development training programmeThe E-Guides national training programme – e-learning training for practitioners: a ‘taster’ of the programme, looking at materials, equipment and activities.

14.45 E-Maturity – the strategic role of e-learning
E-Maturity is a key theme of the Department for Education and Skills (DfES) e-Strategy, aimed at measuring and driving the effective adoption and exploitation of ICT and e-learning across the Education and Training system. This session outlines the E-Maturity concept and looks at some of the tools available to benchmark and self-review e-learning progress within organisations.
