Background

In March 2001 the Government published Skills for Life, the national strategy for improving adult literacy and numeracy skills, to support teachers and trainers. The Government is committed to providing training for all aspects of the new teaching and learning infrastructure as it is introduced.

The Learning and Skills Council (LSC) Skills for Life Quality Initiative is an essential aspect of the Government’s commitment to improving the literacy, language and numeracy skills of adults, and meeting the national targets. Planned activities offer the opportunity to both support these objectives and, with the move towards a regional approach, develop regional infrastructures to ensure future quality and sustainability for Skills for Life development activities.

From 2001 to 2003, national teacher training programmes have taken place, funded by the National Learning and Skills Council and the DfES. Local buy-in training of core curricula courses was launched in Autumn 2003 (funded by the National Learning and Skills Council) and will be offered only until December 2004.

The Skills for Life Quality Initiative 2004-05 represents an extension and consolidation of the work begun last year. The two key aims are to develop further:

bulletA professional Skills for Life workforce.
bulletA whole organisation approach to Skills for Life.

The SFLQI 2004-05 project is being undertaken by a Centre for British Teachers (CfBT) led consortium, which comprises of a number of national agencies. The Skills for Life Quality Initiative aims to offer professional development across the regions and acceptance onto these courses will be in line with priorities identified by the Regional and Local Learning and Skills Councils.

Part of NIACE’s role within the consortium is outlined below.
