Embedding Through the Skills for Life strategy, research and development activity has
explored the concepts, design, delivery and effectiveness of embedded approaches
to teaching and learning literacy, language (ESOL) and numeracy.
This has been an incremental process as we have learned more about how to
integrate literacy, language and numeracy in vocational programmes at all
levels, in workplace learning as well as informal adult learning. A wealth of
materials and resources has been produced and seminars and conferences have
helped to disseminate the most effective approaches to delivery. Research has
reported the positive impact that embedding can have on success rates and
learner satisfaction.
The Department for Innovation, Universities and Skills (DIUS) sees embedding
as an important part of the drive to deliver its World Class Skills ambition and
is keen to continue to support the momentum in this area of work. Learners need
rich learning experiences with the right kind of support so that they can
achieve their goals and aspirations.
Progression Four complementary developments are working to support adult progression
across the full range of adult learning programmes:
the foundation learning progression pathways, a framework of unitised
qualifications at Entry Level and Level 1, sitting in progression pathways
leading to Level 2, employment or Independent Living Embedding and
Progressing;
Managing Information Across Partners (MIAP) and tools to support
progression in learning, to help providers to support and measure learner
progression through education and training;
the embedding of Skills for Life into other programmes of learning so that
the learner can concurrently develop skills in both the main subject and
literacy, language and numeracy, ready for onward progression;
a new joint objective for DWP and DIUS of sustainable employment and
progression which will help low skilled, unemployed individuals back into
sustainable employment with the opportunities for progression to better paid,
more rewarding work.
