The role of Local Authorities in promoting safe, cohesive and prosperous
communities has never been more in focus. What contribution can adult learning
play for citizens and workers in Local Authorities in achieving the ambitious
strategic goals which have been set as part of Local Area Agreements and through
Regional Skills Partnerships and in Personal and Community Development Learning
Partnerships (PCDL) for informal learning?
NIACE considers the event to be important and timely, given the current
Department for Innovation, Universities and Skills (DIUS) Consultation paper, ‘Informal
Learning – shaping the Way Ahead’ (consultation ends 12th June 2008)
and recent consultation papers on ESOL (English for Speakers and Other
Languages) and Community Cohesion. NIACE has also launched a Commission of
Inquiry into Lifelong Learning, which has themed areas which are very pertinent
to the work of Local Authorities, namely:

Demography & Social Structure
Well Being & Happiness
Migration & Communities
Technological Change
Poverty Reduction
Citizenship & Belonging
Crime & Social Exclusion
The roles of Public, Private and Voluntary Sectors
To examine the role of Local Authorities in promoting and delivering both
informal and formal learning opportunities for adults. Participants attending
this event will be able to:
Explore the leadership role of Local Authorities in promoting and
delivering adult learning opportunities.
Examine the role of Local Authorities in four key theme areas: Health;
Community Cohesion; Workforce Development; and Regeneration.
Discuss and reflect on specific case studies of best practice where adult
learning has contributed to Local Authority priorities (for example in Local
Area Agreements).
Consider creative and sustainable funding streams which contribute to
achieving targets across different Local Authority Departments.
Network with Local Authority staff from across the Yorkshire and the
Humber Region and the Northern Way in a collaborative and supportive
atmosphere.
Review the national and regional policy contexts impacting on the
development of local services.
Participants can use the information gained from the event to transfer
knowledge to other colleagues in their own departments and to collaborate with
colleagues in other Local Authority Departments, promoting cross-Departmental
working.
Participants will be encouraged to explore their own perceptions as to the
place of adult learning in promoting and achieving the strategic targets of
Local Authorities.
