In 2008 the Safeguarding Vulnerable Groups Act will become active
legislation, bringing with it a new barring body, the Independent Barring Board.
Safety of vulnerable learners is a topic that is rarely out of the news. High
profile cases of abuse of children have highlighted the importance of vigilance
in both appointing and supporting staff.
Thorough guidance on recruiting staff to work with children and young people
in the further education system were published in December 2006. These have been
followed by a Department for Education and Skills-funded resource for learning
and skills sector providers working with vulnerable adults. These guidelines,
‘Safer practice, safer learning’, advocate a whole organisation approach to
promoting a safe learning environment and include learner information materials.
Other professional organisations have issued supporting information for
education providers and learners.
This conference will give Vulnerable Adult Safeguarding Officers in education
provision, those involved in staff and volunteer recruitment and teachers and
managers interested in promoting personal safety and awareness an opportunity to
consider abuse, review recent advice and guidelines and share good practice.

The Safeguarding agenda has
developed, and the position of colleges needed to be aligned with that of
schools given other key policy objectives, eg 14-19, introduction of
specialised diplomas. Although the DfES does not lead on Vulnerable Adults,
they have recognised the importance of Safeguarding Vulnerable Adults.

Vulnerable Groups Act implementation
The Safeguarding Vulnerable Groups
Act lays the foundation for a new Vetting and Barring Scheme, which will be
phased in from autumn 2008. The overriding aim of the scheme will be to help
avoid harm, or risk of harm, to children and vulnerable adults. It will do
so by preventing those who are deemed unsuitable to work with children and
vulnerable adults from gaining access to them through their work.

The safer practice, safer learning guidelines advocate that
providers take a whole organisation approach to Safeguarding vulnerable
adults. This session will introduce the publication and the quality
framework within it.

safe and secure learning environment: students certainly deserve that as a
right. In this session the National Union of Students will set out practical
ways that education providers can build rules and procedures on security and
safeguarding into an active and positive policy on wellbeing and how
colleges can involve
students in the development and implementation of procedures.
