Marking Time book cover

Marking Time shows that the Learning Society is still a distant dream.   It shows that measures being put in place by the Government to widen participation and address barriers to learning throughout life have not yet had time to impact on overall participation.

Launched during Adult Learners' Week 1999, Marking Time builds on NIACE's previous survey of participation in adult learning (The Learning Divide, Sargant et al, 1997, NIACE).  The findings presented here are based on a survey which will be published in full later in 1999.
