The Russell Report of 1973 was a milestone in adult learning in the UK. Peter Clyne was the research assistant to the Russell Committee and is uniquely placed to produce this comprehensive picture of adult learning up to 1997. Using much new material, he traces changes in policies, funding and organisation, shedding light on the political debates surrounding them. Highlighting the continuing influences the Russell Report has had over time, this book provides a valuable perspective on current and future policy.
The two co-editors exercise care throughout the book to emphasise the social, economic and political context in which particular adult learning policies and practice emerge. For them, adult learning policies do not operate in a vacuum, but are fashioned by the political, economic and social exigencies of the day.
