This publication contains the text of the first John Tomlinson Memorial Lecture, which took place in autumn 2006 before an audience of invited guests.

At the tenth anniversary of the publication of the Report Inclusive Learning (HMSO, 1996) the National Institute of Adult Continuing Education invited Skill to partner a memorial lecture to celebrate the contribution made by the Chairman of the Committee which produced the Report, Professor John Tomlinson. The Learning and Skills Council kindly agreed to sponsor the event which, it is hoped, will be repeated. The first Memorial Lecture was chaired by the Chief Executive of Skill, Barbara Waters, and was given jointly by two people closely associated with the Committee’s work, Deborah Cooper and Peter Lavender. It was particularly pleasing to have members of the Tomlinson family present. Other participants included policymakers, educators, the voluntary sector and those who had worked with John Tomlinson. The audience responded strongly, including those who had been Committee members, directors and senior staff of the Further Education Funding Council (later the Learning and Skills Council), and distinguished guests from the field. Deborah Cooper and Peter Lavender delivered their joint lecture in several parts, taking alternate turns to speak. In this publication their photographs signal the starting points of their contributions.
