For the first time in twenty years there has been a marked upswing in adult participation in learning. However, there is nothing to be complacent about. The distribution of the expansion in opportunity is heavily weighted to the educationally privileged, to the young, and to people with jobs. The survey suggests that for the hardest-to-reach the case for a learning society has still to be made. However, across the lifetime of the Government there has been a significant widening of participation.
Launched during Adult Learners’ Week 2001, Winners and losers in an expanding system builds on NIACE’s previous surveys of participation in adult learning (The Learning Divide, Sargant et al, 1997, NIACE, ISBN 1 86201 016 1, £20.00 and The Learning Divide Revisited, Sargant, 2000, NIACE, ISBN 1 86201 088 9, £22.95).
