Still a Chance to Learn? (1996) was a survey of the impact of the Further and Higher Education Act (1992) on education for adults with learning difficulties, carried out with the Norah Fry Research Centre and supported by the Joseph Rowntree Foundation. The work showed that the Act's impact has been mixed and that in particular, people with profound/multiple learning difficulties are starting to miss out.
