NIACE adult participation in learning survey 2004

At first glance the 2004 NIACE survey of adult participation in learning offers few surprises - with almost all the lead indicators close enough to last year’s totals. The temptation might be to say ‘business as usual’ and move on. Take the trend since 1996, however, and a more worrying picture emerges. This year’s total of adults reporting that they are currently learning (19 per cent) is the lowest of any year since 1996, and a statistically significant 4 per cent below the 1996 figure - before the current government came to power - and the combined totals of current and recent learners show a sharp reverse of the growth seen in the late 1990s.
