Background
A key issue for many colleges is how to continue to provide a curriculum for adults which is responsive to the changing needs of the multiple communities colleges' serve and also is informed by the needs of those communities. The increasing policy emphasis on local accountability, freedoms and flexibility at a time of reducing public funding provides a wider context in which this work is taking place.
The final report of the Colleges in their Community Inquiry was published in November 2011 and the New Challenges, New Chances strategy document was published by the Department of Business, Innovation and Skills in December 2011. Both documents set the context for the delivery of learning and skills for adults over the medium term.
