Background

Home Office Statement of Intent on Family Migration June 2012

In June the Home Office published a Statement of Intent on Family Migration which includes changes to the regulations on the language requirements for settlement and UK citizenship.  From 2013, all applicants will be required to pass a Speaking & Listening exam at level B1 (ESOL Entry level 3) as well as the Life in the UK test.

'From October 2013, all applicants for settlement will be required to pass the Life in the UK test and present an English language speaking and listening qualification at B1 level or above, ...  The requirements for settlement of a five year probationary period (on a route to settlement) and (from October 2013) to pass the Life in the UK test and present an English language speaking and listening qualification at B1 level or above, will also be applied to the partners of migrants with a route to settlement under the Points Based System....  Applicants for settlement currently required to take the Life in the UK test will from October 2013 be required additionally to present an English language

This policy seminar will brief participants, consider the implications and will help participants understand the full impact of the proposals.

Participants will increase their knowledge and understanding of the Home Office Statement of Intent on Family Migration and government policy on adult learning

Objectives

• to examine the current policy context for ESOL teaching and learning
• to critically analyse the proposed changes for Family Migration, Indefinite Leave to Remain and UK Citizenship to inform the planning of ESOL provision for 2013-2014
• to examine the Statement of Intent and its implications for ESOL learners, practitioners and providers in all settings. 

Among the issues to be discussed:

• If newly arrived spouses have to cover the full cost of learning English for three years, what implications might this have for providers?
• What will happen to ESOL learners who are working at the lower language levels (Entry 1 and Entry 2) who now have to achieve B1 (Entry 3)?
• How will the new regulations impact on the adult learners?
• How will the new regulations impact on providers?

Event Information

• Arrival and registration is at 9:45am for a 10:00am start. The event will end with a sandwich lunch at 12:15pm
• Event fee per person: £100; £85 for NIACE members and voluntary organizations (includes sandwich lunch, tea/coffees
• NB: NIACE does not charge VAT on conference or course fees

• NB: If you wish us to invoice your employer we require a copy of the Purchase Order before the form is processed

• Participants should be prepared to take their own notes as there will not be handouts for all sessions

• A 15 working days notice period is required for provision of electronic note-takers, sign language interpreters and transcription to Braille
