Background

The Department for Business, Innovation and Skills (BIS) £210 million Informal Adult and Community Learning (IACL) funding was protected in the spending review settlement, and BIS is currently reviewing this fund. The overall purpose of BIS funded IACL will be to support flexible, innovative informal adult learning that develops social and economic capital at an individual, family and community level and supports the development of the Big Society. A priority will be to engage and motivate the most ‘disadvantaged’ adults. In line with the government’s localism agenda, the balance of national policy objectives and local decision making and planning, informed by, and accountable to, local people will be considered. There is also an intention to develop more robust approaches to collecting evidence and measuring individual and community impact.

BIS will publish a consultation on Informal Adult and Community Learning in early Summer which will inform policy and funding proposals that will be announced in Autumn 2011. NIACE is running a parallel project producing materials to support citizens, including learners, to take part in the consultation. This seminar on Tuesday 19 July 2011 will provide a briefing on the proposals and opportunities for organisations to work together to identify and formulate responses to the proposals.
