'The Learning Revolution' white paper referred to the role of the Lead Accountable Body (LAB) for Informal Adult Learning. Local authorities have been asked ‘to create strong partnerships to implement their local vision of informal adult learning’.
‘Government will act as a catalyst,’ the strategy says. National government will set up the framework for action; local government will make it work.
‘To put the national vision into practice,’ it goes on to say, ‘we will ask Local Authorities to provide the local leadership and necessary infrastructure to create a joined-up, innovative and broad local learning offer.’
Chief Executives of 152 local authorities in England received a letter last month outlining the responsibilities of LABs and their potential. Later in the year local authorities will be invited to submit expressions of interest in taking forward LAB status for their areas.
NIACE has been working in partnership with the Department for Business, Innovation and Skills, the Learning and Skills Council, the Local Government Association and others to help plan for these new responsibilities and ensure a legacy for the innovative project work in The Learning Revolution.
So what progress has been made to date? How have local authorities started planning for the task? How will it link to the wider education and skills offer in localities? How will it create join-up with other local authority and other public services? How will Third Sector partners be involved?
These events aim to discuss these questions as well as hear from national and local planners on progress so far. Each event will be led by a NIACE Regional Programme Director and have inputs from local authority services.

Aims
These sub-national seminars will bring Local Authority senior managers to:
- raise awareness of the background to the proposed role of Lead Accountable Bodies
- discuss and provide an input to what there is still to develop and influence
- share existing practice of planning arrangements being developed locally.

Arrival and registration is at 10:30am for a 10:30am start. The event will end with lunch at 1:00pm
Attendance is free and is restricted to Local Authority Senior Managers (includes lunch, tea and coffee)
Places will be allocated in order of receipt of completed application forms (one form per person)
Participants should be prepared to take their own notes as there will not be handouts for all sessions
