Support and aspiration: A new approach to special educational needs and disability
Shaping the Debate - What are the implications for the post-16 learning and skills sector?
Background
In March 2011 the Department for Education (DfE) launched the SEN and Disability Green Paper, Support and aspiration: A new approach to special educational needs and disability. The focus of the Green Paper is on developing the system from age 0-25 to support people with Special Educational Needs (SEN) and disabilities that will:
“support better life outcomes for young people; give parents confidence by giving them more control;
and transfer power to professionals on the front line and to local communities.”
The consultation period for Support and aspiration: A new approach to special educational needs and disability runs until June 30th 2011. With the support of the Department for Business Innovation and Skills (BIS), NIACE is hosting two seminars in partnership with the Association of National Specialist Colleges (NATSPEC) and the disability network, RADAR. The Government is seeking views on the Green Papers’ proposals which include:
- a new single assessment process and Education, Health and Care Plan by 2014
- local authorities and other services to set out a local offer of all services available
- the option of a personal budget by 2014 for all families with children with a statement of SEN or a new Education, Health and Care Plan
- the range and quality of learning opportunities to be increased in order to support young people to make a successful transition to adulthood and enjoy making a full contribution to society
- the provision of effective help for young people to move into employment
- a proposal to explore how the different funding arrangements for special provision pre-16 and post-16 might be better aligned.
Support and aspiration: A new approach to special educational needs and disability states that the DfE will take forward a plan of action so that by 2015 ‘disabled young people and young people with SEN will have:
- early and well-integrated support for, and advice on, their future as part of the proposed ‘Education, Health and Care Plan
- access to better quality vocational and work-related learning options so that they can progress in their learning post-16
- good opportunities and support to get and keep a job
- a well-coordinated transition from children’s to adult health services.’

Aims
The aim of the seminars are:
- to provide an opportunity through group activities and discussion, to share and explore ideas that are shaping your organisations’ response to the consultation on the SEN and Disability Green Paper; and
- to influence the wider debate emerging from the consultation.
Colleagues from the DfE who have a lead responsibility for the SEN and Disability Green Paper have confirmed that they will be attending the seminars.
