Background
The development of this new one-day training has been commissioned by the Skills Funding Agency to support the FE Sector’s readiness to deliver the 24+ Advanced Learning Loans.
The training builds on NIACE’s previous series of one-day training delivered in autumn 2012 and early 2013, designed to support providers to successfully implement the 24 + Advanced Learning Loans.
The focus of this new training is on the practical steps needed to successfully manage the engagement of adult learners as part of the Learner’s Journey Risk Assessment Model that NIACE has developed. This training will support providers to develop practical approaches designed to successfully engage 24 + learners in order to maximize participation and to ensure that the providers’ Loan Facility is fully utilized for 2013/14.
Given the financial support from the Skills Funding Agency, we hope providers will take advantage of this training event which is offered ‘at cost’.

Target Audience
This programme is relevant to managers and supervisors of front-line staff from FE Colleges and private training providers who will be dealing with 24 + adult applicants from local authority adult learning services from 8th April 2013 onwards.
The target audience might include:
- Managers and co-ordinators of student services
- Curriculum leaders
- Senior managers with responsibility for student services, HR, finance, administration and quality
People who have attended previous NIACE Advanced Learning Loans training may also find attendance beneficial.

Training Aim
The aim of the training is to provide participants with a range of practical techniques to successfully engage 24 + adult learners onto Level 3 provision that will require an Advanced Learning Loan.

Objectives
The training will enable participants to:
- Communicate the benefits of learning and achieving a qualification at Level 3 to 24 + adult learners.
- Assist those Level 2 learners who are aware of the new loans to understand the fees structure of the provider (which might appear to have doubled fees in some instances).
- Address cohorts of learners who think that ‘getting into debt’ is not for them, in order to prevent these attitudes from reducing participation.
- Understand how the loans will affect the delivery of Apprenticeships.
- Explain to 24 + Adult Learners how the loans fit with other funding, such as learner support and the bursary.
- Explain the £21k threshold and the concept of a loan that does not necessarily need to be paid back to adults who may not easily make sense of this concept.
- Ensure that there are no perverse incentives for learners to opt for Level 3 provision even if it is not the most appropriate because the loan will enable them to afford it.
- Take providers through the mechanics of the Learning Offer Letter.
- Review available support materials including the Kindred Provider Microsite.
- Support 24 + Adult Learners to make decisions on the basis of educational need rather than on price.
