Background 

Following the 2013 Spending Review, NIACE will be hosting a policy seminar which will address how the review changes the landscape for adult learning and skills in England.  With the Department for Business Innovation and Skills (BIS) and the Department for Work and Pensions (DWP) facing cuts of potentially over £1 billion (8-12%), finance for adult learning is likely to be tight.

In response to the Heseltine review, the Government is proposing to establish a growth fund into which Local Enterprise Partnerships (LEPs) can bid.  The spending review will clarify which elements of the skills budget will be part of this fund and how that will change the way skills are financed going forward.

In the run up to the Spending Review announcement, NIACE has been making the case for adult learning and skills as a key element in supporting sustainable growth and strong communities.  NIACE's research has shown how investment in adult learning can actually support the process of deficit reduction by strengthening the economy and reducing pressures on health, social care, welfare and pensions:

Aims

This seminar will:

  • share NIACE’s initial view of the implications for the adult learning and skills sector of the announcements of the Spending Review of June 26, 2013;
  • support colleagues to consider way of working within the new policy context;
  • invite contributions from colleagues as to how this impacts on their work and how policy strategies will need to adapt in the light of funding changes.

  • Arrival, registration and security checks is at 9:15am for a 10:00am start. There will be no admittance after 2:00pmThe event will end at 5:30pm
  • Event fee per person: £50; Members fee:  £35 (includes sandwich lunch, tea/coffee)
  • NB: NIACE does not charge VAT on conference or course fees

  • Substitutions are to be advised 5 working days prior to the event
  • A 15 working days notice period is required for provision of electronic note-takers, sign language interpreters and transcription to Braille
