Background
The second decade of the 21st century presents a changing and fragmented labour market where there is limited funding for learning, less employer support for career development and less career support for young people and adults. Individuals are now faced with many transition points and need to recognise the transferable skills they have or require to enable these transitions. Additionally, individuals need the competence to manage their careers thus enhancing both organisational improvement as well as individual fulfilment.
The Blueprint for Careers for England is a framework which can be used to help one manage and direct one's career at any age or stage of life. It has been developed by LSIS (the Learning and Skills Improvement Service), building on good practice in an international context. It sets out an approach to the management of life, learning and work that will support individuals to make the most of their opportunities and deal with the challenges of the 21st century as well as help enhance organisational capacity development and organisational professional development.
A career is defined as the combination and sequence of roles played by a person during the course of a lifetime (Super, 1980). Career development is a lifelong process that influences all aspects of a person's life, particularly knowledge, skills and attitudes. Most importantly, the process encompasses developing relevant skills for work as well as personal life.
“The focus of the Blueprint is on realising the potential of people in a way that is sustained and progressive across their journey through life. It is designed to be used in formal or informal learning, in employment and in any other place where people seek to develop their skills and careers. This lifelong focus is important as people’s ability to manage their careers can help them in making transitions between various life roles and so can support both social inclusion and social mobility.”
(A Guide to the Blueprint for Careers and its implementation, LSIS, 2012)
