Background

As a result of the Government’s paper ‘Raising Expectations: enabling the system to deliver’ (Cm. 7348, March 2008) the whole English System of publicly-funded post-school education outside universities will undergo its biggest shake-up in a decade.

Legislation is shortly to be introduced to abolish the Learning and Skills Council from 2010 and replace it with a Skills Funding Agency (for adult learning) and a Young People’s Funding Agency.

David Cragg, the LSC’s Regional Director for the West Midlands, is at the heart of planning and designing how the new system will work. In this briefing he will give an update on progress and set out the decisions yet to be taken particularly around the how the new agency will relate to sector-led and sub-regional initiatives.
