Capital Motivating e-Learning

The Capital Motivating e-Learning (CaMel) Programme for adult learning providers was managed on behalf of the Learning and Skills Council (LSC) by the National Institute of Adult Continuing Education (NIACE) between 2008 to 2010. NIACE co-ordinated the delivery of the capital investment to support national, local and adult learning providers' strategic objectives. CaMel built upon five years of LSC investment in e-learning for adult learners and three previous rounds of ICT infrastructure funding.

What are we aiming to achieve?

There is a growing body of evidence about the ways that learners can benefit when providers invest in e-learning hardware and software and make confident and innovative uses of technology. That benefit is maximised where the use of technology is part of an organisation-wide strategy. For this reason, NIACE requested that proposals for capital investment should be linked to providers' strategic plans for e-learning and should include an organisational self-assessment (in the first instance using the ACL eLPs tool and in 2009/10 the Becta Generator tool) outlining providers' current position with regard to their strategic use of technology.

How will we do this work?

The programme aimed to improve learning opportunities for adult learners by providing capital for investment in e-learning hardware and software. It offered the following:

  • Capital funding from the LSC, co-ordinated by NIACE, to support the development of e-learning in organisations that were offering LSC-funded adult learning.
  • A support programme offered by NIACE to help providers maximise the benefit to their learners of the capital investment grant.

Who is this work for?

The CaMel capital grants were targeted at adult learning providers that were in receipt of LSC funding for the delivery of adult learning, in particular local authority adult learning services, Workers' Educational Associations and Third Sector organisations. The funding excluded further education colleges and work based learning providers from applying.

When will we do this work?

The CaMel funding was distributed to eligible providers during 2008/09 (CaMel 1) and 2009/10 (CaMel 2).

What is (or will be) the impact of this work?

Providers involved in the programme were also supported by content and online courses within an area on the NIACE Moodle learning platform.
