Committee of Inquiry into English for Speakers of other Languages (ESOL)

This independent committee was supported by NIACE and chaired by Derek Grover CB. The membership was designed to provide a good cross section of people involved in ESOL in terms of roles, organisations and geography.

The committee considered the major challenges facing ESOL, focussing on 5 areas:

  • Definition, purpose and need for ESOL
  • Leadership and management
  • Quality of teaching, learning and support
  • Teacher training
  • Funding.

 

To provide realistic and helpful recommendations to policy makers, funders, inspectorates, providers and practitioners for the future good of ESOL provision in England.

We used the term ESOL to include all provision for speakers of other languages. This covered all settings where teaching and learning took place, and encompassed language support to enable learners to access other subjects as well as designated language learning provision.
