Evaluation of unit delivery and credit accumulation and transfer within the Qualifications and Credit Framework

This work commissioned from NIACE by the Skills Funding Agency builds upon previous work also commissioned by the Agency to evaluate the Unit Delivery Trials in 2010-11. In addition to surveying the activities of a sample of Unit Delivery Trial 2011/12 sites, NIACE also looked at a number of providers offering unit-based programmes as part of the Agency's Offer for the Unemployed.

What are we aiming to achieve?

The focus of the evaluation was the experience of providers in organising and delivering a curriculum based on individual units from the QCF. As well as covering unit delivery, the evaluation also looked into the demand for and operation of credit accumulation and transfer within the QCF. As well as interviewing providers, in order to understand some of the drivers and constraints on a unit-based offer, the NIACE project team also interviewed representatives of QCF awarding organisations (AOs) and other organisations (e.g. Jobcentre Plus, Sector Skills Councils, Ofqual etc.) with an interest in supporting providers and awarding organisations in realising some of the potential flexibilities of the QCF.

How will we do this work?

The evaluation involved undertaking semi-structured interviews with providers, awarding organisations and other stakeholders. Additional visits were made to some of the providers to enable the project team to consult groups of learners.

Who is this work for?

The evaluation was undertaken to inform policy makers and providers of progress being made and issues arising within the Skills Funding Agency Unit Delivery Trials and Unit Offer for the Unemployed.

What have we accomplished to date?

The final evaluation report was published in June 2012. The report identifies key outcomes of the 2011/12 evaluation of unit delivery and credit acculmulation and transfer (CAT) within the QCF, and to make recommendations to the Agency and other organisations on the future development of unit delivery and CAT within the QCF.

What is (or will be) the impact of this work?

The evaluation report findings will help inform future Skills Funding Agency policy relating to unit delivery and credit accumulation and transfer within the QCF
