An Exploration of the Provision of Teacher Training Programmes for the Lifelong Learning Sector

This study considers the impact of the 2007 workforce reforms for the learning and skills sector. Using a mixed method methodology, data was gathered from providers of teacher training programmes, and Skills for Life teacher qualifications across England.

What are we aiming to achieve?

In 2007, the Further Education workforce teacher training qualifications were reformed. This study considers the impact of these reforms for the sector.

How will we do this work?

Using a mixed method methodology, providers of teacher training programmes, and Skills for Life teacher qualifications across England, were invited to complete an online survey. This was supported through a series of case study interviews with providers of teacher training programmes working in a range of settings.

Who is this work for?

This work will be useful for all those involved in delivering teacher training programmes, and for those who are seeking to gain teaching qualifications in the learning and skills sector. Additionally, this work will be useful for a wide range of stakeholders, including funders and those who are responsible for staff development within further education organisations.

When will we do this work?

January - March 2010.

What have we accomplished to date?

The findings of the study are outlined in a report for the funders.

What have we learnt from this work?

A major finding of this study is that funding is significantly influencing the ability of the workforce to both access and achieve teacher training qualifications, and Skills for Life qualifications particularly. This study also supports recent findings from Ofsted (February 2010) and McCulloch, et al (2010) that there continues to be confusion amongst further education providers across the whole sector in identifying the most appropriate teaching qualifications for their workforce.

What is (or will be) the impact of this work?

This study concludes with some recommendations for stakeholders, particularly around partnership planning in the provision and delivery of teacher training programmes and Skills for Life Diplomas. Additional recommendations include the development of a range of delivery models to enable easier access to teacher training programmes, and the development of a clear set of guidelines for institutions in selecting the most appropriate teacher training programme for their workforce.
