Unit delivery research project 2012-13

This work commissioned from NIACE by the Skills Funding Agency involves evaluating the benefits of more flexible arrangements for unit delivery permitted at a number of Unit Delivery Research sites or 'pathfinders' in 2012-13.

Date From/To: 1 October 2012 - 1 July 2013

What are we aiming to achieve?

The more flexible arrangements for unit delivery allowed within the pathfinder sites will enable them to test key elements of the proposed Streamlined Funding System for Adult Skills in 2013-14 and to evaluate the benefits of extending of unit based approaches to more groups of learners. The pathfinder sites will also evaluate the potential benefits of using unit based approaches when seeking to engage employers.

How will we do this work?

The work involves identifying, establishing and supporting 12 unit delivery research sites or 'pathfinders' and then recording their experiences through a series of research interviews at each site. The pathfinder providers will have an opportunity to meet and discuss their experiences at an event in London to be held in February.

Who is this work for?

The evaluation will inform policy makers and providers of the potential benefits of extending unit based delivery approaches beyond the groups of learners already eligible for unit funding.

What have we accomplished to date?

NIACE's report on the outcomes of the Unit Delivery Research Project was published in May 2013. The report describes approaches taken and models of unit delivery established within the pathfinder sites. The report records a range of issues identified through the work of the pathfinders and makes recommendations of relevance to the Department of Business, Innovation and Skills, the Skills Funding Agency and Ofqual.

What is (or will be) the impact of this work?

The Report findings will help inform future Skills Funding Agency policy relating to unit based delivery within the QCF.
