The Inquiry aims to stimulate wide and vigorous debate. In order to ensure that debate is not constrained by the limitations of current structural arrangements for lifelong learning, the Inquiry has adopted a thematic approach. It is looking at the critical issues that will face our society in the coming decades, and considering how adult learning can equip us to meet these challenges. Ten themes have been identified to provide a focus for the work:
