Spending review raises hopes of adult learners

Monday 15 July 2002

Commenting on the Chancellor’s announcement of a six per cent increase in the budget of the Department for Education and Skills, the Director of NIACE, Alan Tuckett said:

“Adult learners will welcome this evidence of government’s continuing commitment to education and training. We expect that lifelong learning will not be left behind when Estelle Morris and Gordon Brown announce more details tomorrow of how the additional resources will be targeted.”

“There is a case for higher spending on adult learning opportunities of all kinds to strengthen communities, families and our cultural richness. But in order to ensure that the extra money most helps those who benefited least from their initial education, we look forward to targeted spending programmes which raise basic skill levels and which focus upon the least advantaged adults in work and in communities.”

"We look forward to more details of the enhanced role of Regional Development Agencies in the adult skills agenda."

Professorship at Freie Universität Berlin

Faculty for Educational Science and Psychology, Department of Education

Applications are invited for the tenured position of Full Professor of Adult and Continuing Education. The successful applicant will be required to provide teaching and research.

In accord with the article 100 of the Higher Education Act of the federal state of Berlin (Berliner Hochschulgesetz), a postdoctoral lecturing qualification (Habilitation) or comparable qualifications for a teaching career in higher education are required.

The successful applicant should have longstanding experience in practice, teaching and research in the field of adult, further and continuing education.

She/he will be expected to participate in the activities of Collaborative Research Centres for continuing education and of other research groups in the department. She/he will be expected to contribute to the presently undergoing reform of university curricula in her/his field.

The successful applicant/candidate is expected to have experiences in securing external funding and in managing externally funded projects, as well as international experience in teaching and research. Although some activities may be offered in English, in general the language of instruction will be German. Non-German speaking applicants will be expected to learn German within two years.

The successful candidate will be offered civil servant or public sector employee status (Professor Grade "C4" according to the German system).

Consultants required for Family Learning Programme 

NIACE, the national organisation for the promotion of adult learning, is currently recruiting consultants with experience in Family Learning, including Family Literacy and Family Numeracy, to work on a range of projects. Consultants must be available for work from September 2002 onwards. This is an opportunity to join a professional network with a high level of support and excellent prospects for continuing work.

Special Educational Needs and Disability Act - Guidance for LEAs


Early this year NIACE was approached by the DfES to see if they would produce guidance for LEAs on the steps they would need to take in order to implement the requirements of the Special Educational Needs and Disability Act (now DDA Part 4). 

The draft document was tested by several LEA officers and was also circulated to LEA staff who attended a conference run by NIACE on 6 March 2002. Key note speakers at the conference included Liz Maudslay (who produced the Guidance for NIACE) and Neil Crowther from the Disability Rights Commission. Delegates were very positive both about the information they received at the conference and about the potential value of the Guidance. 

They felt it provided very clear information on exactly what the new legislation meant for LEAs and adult education providers as well as giving clear examples of the steps which LEAs need to take in order to ensure they are able to meet the requirements of DDA Part 4.

The final document - Guidance to LEAs and adult education providers on meeting the requirements of DDA Part 4 - has been printed and distributed to LEAs, local LSCs and LEAFEA members.

New programme to raise standards in FE

On 19 June, Estelle Morris announced the Department for Education and Skills' strategy for reforming further education and training in a speech at the Learning & Skills Development Agency's Summer Conference. 

A discussion document which is being sent to all providers involved in further education and training (including school sixth forms) proposes a number of reforms in raising quality and improving choice. 

The DfES will work closely with the Learning and Skills Council (LSC) and other key partners to implement the reforms. 

NIACE would like to encourage everyone with an interest in adult and community learning to respond to this discussion document.  

The consultation period runs from 19 June to 30 September, during which time, the LSC will run 47 local events for all providers.

Peace and Conflict Resolution conference - call for papers

NIACE is holding a conference on Wednesday 11 September 2002 entitled "Peace and conflict resolution" which will take place at Friends House, Euston, London. 

This conference will the take the form of a more or less agenda-less day where people come to address the question:

"What role can adult learning play in fostering peace, where peace is seen as just social relations, as well as an absence of conflict?"

Participants are invited to contribute no more than one side of a sheet of A4 paper by Wednesday 31 July and speak in support of their papers, at the conference, as contributions to group work.

Groups will work towards answering what is to be done in Higher Education, Further Education, community-based adult learning and in wider society.

Findings will be shared and a shared agenda constructed. Members of the panel will respond to what they have heard.
