organisations fill in their round 2 proposal form for the WON Project. Please be aware that
these companies are not working on NIACE's behalf. Only
organisations who completed the round 1 Expression of Interest form and
were informed that they were successful in this round, are eligible to
complete the round 2 proposal form.
Guidance on Providing extended services through schools
On 30 October 2002, the Department for Education and Skills (DfES) launched
its guidance on how schools can broaden their role in the community. The
guidance explains how schools can provide extended services such as childcare,
study support, arts and sports, adult education and healthcare for children,
families and adults.
Background As a result of the Education Act 2002, schools now have greater
opportunities to provide services for the community. An extended school is one
that provides a range of services and activities often beyond the school day to
help meet the needs of its pupils, their families and the wider community.
Across the country many schools are already providing some extended services
including childcare, adult education, study support, ICT facilities and
community sports programmes. A few are starting to provide health and social
care.
Schools offering extended activities and services have already seen major
benefits for pupils and schools, families and the community.
This new guidance from the DfES explains more about how schools can provide
these other services, working together with local partners. Separate guidance on
setting up school-based childcare is also available. Both sets of guidance

NIACE Conference "Schools are for adults too" is the title of a conference NIACE is holding
in London on 25 November 2002.
This conference will explore the role of schools in adult learning and its
development in terms of the current policy context and illustrates examples of
innovation and good practice in workshop sessions. It will introduce NIACE’s
policy paper “Schools are for Adults too” which argues the critical importance
of the school in developing learning communities, in regeneration and in family
learning and which we hope will encourage practitioners and local and national
politicians to re-evaluate the role of schools. Both the conference and the
policy paper will emphasise the central importance of partnership-working if
schools are to contribute effectively to building learning communities.
The conference is aimed at school heads, deputy and assistant heads, college
principals and managers, adult, youth and community education officers from
Local Education Authorities, Learning and Skills Councils and Local Government.

people? The Fred Moore Institutional Awards offer you the chance to have your
work recognised and rewarded.
This new competition builds on the success of the Older & Bolder
Institutional Awards 1996 - 1999 and the 2001 Celebrating Older Learners
Campaign, which highlighted the wide range of activities and settings for formal
and informal learning that older people are engaged in.
The awards give winners the opportunity to promote their work through
national and local publicity.
Themes for 2002/3 Applications are invited from organisations demonstrating innovation and
good practice in the provision of learning opportunities for older people.
Four awards in total will be made, in the form of a trophy and certificate.

2 Special Awards, for organisations developing/running educational
opportunities that are:
- in a day care setting or
- helping older people to re-engage with their local community
Criteria for demonstrating innovation and good practice could include some or
all of the following:
involving older people in planning processes.
programme development in collaboration or partnership with other agencies.
clear opportunities for access to and personal progression from the
programme .
outreach attempting to target and reach normally excluded groups of older
people, e.g. those from minority ethic communities, those with minimum income
in retirement, those in care settings, those who have not benefited previously
from post-school education.
evaluation and planning to embed and extend the work.
information tracking the numbers of older people involved
Who can apply? The competition is open to organisations in England. Entry is not restricted
to formal education providers. Previous awards have been made across the
voluntary sector, higher education, local authorities, self-help education
groups and further education. Applications are encouraged from all organisations
and consortia demonstrating positive action in reaching and working with older
learners.

The Development Education Association (DEA) in partnership with NIACE and the
Workers' Educational Association (WEA) have been working on a Department for
International Development (DFID) funded project to promote global perspectives
in adult learning.
The DEA have produced a briefing document and are holding a series of three
free seminars to disseminate the publication.

Jan-Mar 2003 NIACE has been commissioned by the LSC to deliver
a programme of support for post-16 education providers in responding
to the implications of the new Act. There will be a 2-day
residential conference in each of the nine regions.

ACLF Family Conference
Report
On 26 September 2002, approximately 110 delegates gathered at the
London Art House for a conference which brought together policy
makers, funders, providers and practitioners in family learning. All
of the projects which were used to inform and inspire debate and
discussion had been supported by the DfES sponsored Adult and
