The findings of a comprehensive study - by NIACE - of English for Speakers of Other Languages (ESOL) provision in Waltham Forest can be applied to other boroughs across the country to help them comply with the requirements of the new government ESOL strategy.

Chris Taylor, NIACE Programme Director, said:

"NIACE was very pleased to be selected to do a study of ESOL provision in Waltham Forest. The survey of the ESOL provision was very timely as the Department for Business, Innovation and Skills announced the government's new ESOL strategy - A New Approach - in May, requiring local authorities to take the lead in planning ESOL to reach the ‘hardest to reach' people in settled communities."

"We have produced a robust and useful model, a tool which we can easily replicate on a consultancy basis in other boroughs across the country, using the existing skills and knowledge we have at NIACE."

NIACE can help other boroughs by:

  • looking at what ESOL provision is already in place
  • finding ways to approach ESOL in a consistent and collaborative way
  • suggesting ways to meet the range and scale of demand for ESOL learning

For the study for Waltham Forest NIACE delivered an initial overview paper, fieldwork, a written report of the findings and recommendations and a presentation to elected members and officers of the council.
